记者从怀化市公安交管部门获悉，因连续降雨，目前怀化市鹤城区杨黄公路部分路段塌方，土石封闭道路，双向无法通行，辖区内机动大队已在水垅村路段实施临时交通管制，禁止车辆通行。请要上下山的车辆更改行程。
