10月8日，据央视新闻消息：国新办新闻发布会今日介绍，目前7000亿的中央预算内投资已经全部下达，用于“两重”建设，即国家重大战略实施和重点领域的国家安全能力建设。明年要继续发行超长期的特别国债，并优化投向，加力支持“两重”建设。
