潘永，1955年生于北京，幼承家学少年时随父习画后授教于周吉，李可染，陈大羽，等先生。 1983年艺专毕业，1988年北京画院研究生班毕业，现任中国国家画院院士、中国美术家协会香港美协副主席，教育学院美术系教授，意境中国艺术家联盟山水画艺委会主席。
