置换方案显示，台泥（怀化）水泥退出一条2500t/d熟料生产线，其中产能1000t/d产能用于补充同公司另一条2500t/d熟料线，补充后产能为3500t/d，置换比例1:1；
另外1500t/d产能用于补充靖州台泥水泥一条3000t/d熟料线，补充后产能为4000t/d，置换比例1.5:1。
