当地时间11日，两名知情人士称，美国和伊朗在巴基斯坦首都伊斯兰堡举行的谈判中，双方代表就霍尔木兹海峡的控制权议题相持不下，这一海峡能否重开成为胶着点。
其中一名知情人士表示，伊方拒绝接受美方所提“共同管控”霍尔木兹海峡的方案，坚持要求保留对这条关键水道的控制权，称有权向过往船只收取“通行费”。
