财联社11月18日电，据新华社报道，联合国安理会17日通过第2803号决议，核可美国此前提出的结束加沙冲突“20点计划”，授权组建加沙国际稳定部队。决议草案获得15个安理会成员中的13个支持。俄罗斯和中国投了弃权票。
