曹健出生于1969年，无党派人士，曾任 郑州工程学院（现河南工业大学）生物工程系主任、 河南工业大学生物工程学院院长。
2008年11月，曹健通过公选出任中原工学院副院长，2021年1月调任河南工业大学副校长，2023年7月任信阳农林学院院长至本次履新。
