1月4日，河南省洛阳市纪委监委发布消息，市公安局原党委委员、副局长盛草飞涉嫌严重违纪违法，目前正接受审查调查。

公开报道显示，盛草飞曾任栾川县公安局局长、洛阳市公安局政治部主任等职。
2020年2月，盛草飞担任洛阳市公安局副局长，2023年6月被免职。直至此番被查。
