何勋出生于1968年，长期在成都市工作，曾任都江堰市副市长，双流县委常委、宣传部部长，双流县委常委、组织部部长，成都市委统筹委副主任，龙泉驿区委副书记、代区长，龙泉驿区委副书记、区长，龙泉驿区委书记。
2021年5月，何勋调任青羊区委书记。
2025年8月，何勋任成都市发展和改革委员会党组书记、主任，并继续担任青羊区委书记至今。
