罚单显示，中国农业银行股份有限公司镇赉县支行的主要违法违规事实为：贷前调查未尽职、贷后管理不到位等。
对此，国家金融监督管理总局白城监管分局对其罚款30万元，并对刘德彬、隋国维禁止从事银行业工作5年。
