当地时间12月24日，柬埔寨排雷行动和援助受害者管理局发文称，泰国军队对柬埔寨使用了集束弹药，对平民造成致命威胁。柬方称，泰方这一行为并非自卫或意外，而是对柬埔寨国土和民众的蓄意伤害。
