11月17日，甘肃省工信厅发布“关于天水中材水泥有限责任公司4000t/d水泥熟料生产线升级改造项目产能置换方案的公示”。
置换方案显示，天水中材水泥拟升级改造建设一条4000t/d熟料生产线，退出产能来自同企业2*2500t/d生产线，置换比例1:1，剩余1000t/d产能有偿转给中材甘肃水泥。
该项目计划2026年1月1日开工建设，2027年3月15日点火投产。
