台当局为收买人心竟不惜动用财政，给每位居民发放2300元人民币

Taipei, Oct. 23—The Executive Yuan announced Thursday evening that a universal cash handout of NT$10,000 (US$330) could be available as early as Nov. 12, following the promulgation of a newly passed bill by the Office earlier in the day that provides funding for the program.

台北10月23日消息，台湾地区当局行政办公室周四(10月30日)晚间宣布，将向台湾居民每人发放新台币1万元(330美元，译者注：约人民币2315元)的现金补助，补助最早可能于11月12日开始发放。10月23日当天，台湾政务部门办公室通过一项法案，为该补助项目提供资金。

Taiwanese citizens and eligible foreign nationals will be able to register on a dedicated website for the one-off cash payment on Nov. 5, Chen Po-cheng (陈柏诚), director-general of the National Treasury Administration of the Ministry of Finance, told a press conference at 8:30 p.m.

台湾地区财政部门的陈柏诚于10月23日晚间8时30分举行的记者会上表示，台湾地区居民及符合资格的外籍人士将可于11月5日在专用网站上登记领取这笔一次性支付的现金。

Under the rules, from Nov. 5-9, online registration for the cash handout will be conducted in stages based on the last digit of the applicant's National ID number or Alien Resident Certificate (ARC) number. Starting Nov. 10, registration will be open to everyone, regardless of the last digit of their ID or ARC number.

依规定，11月5日至9日，将依申请人身分证或外侨居留证号码末位数字，分阶段进行在线登记。自11月10日起，不论身分证或外侨号码末位数字为何，所有人均可开放登记。

Those who opt to receive the money by registering online for a direct deposit could receive it as early as Nov. 12, Chen said. Alternatively, individuals can withdraw the payment from ATMs starting Nov. 17 or pick it up at a post office from Nov. 24 by showing an NHI card and Taiwan ID or residence certificate, for themselves or someone they are collecting it for, he said.

陈柏诚表示，选择在线登记直接汇款入账者，最早可于11月12日收到款项。陈柏诚说，另外，居民也可自11月17日起至自动柜员机领取，或自11月24日起持健保卡及台湾地区居民身分证或居留证明，至邮局领取本人或代领人的款项。

For those covered by government-run pension or social welfare allowance programs, the payment will be automatically deposited into their account starting Nov. 12, according to the Executive Yuan.

台政务部门表示，参加政府公营退休抚恤或社会福利津贴计划者，将自11月12日起自动汇入其账户。

In addition to Taiwan citizens, non-registered nationals with residence permits, foreign permanent residents and foreign spouses of Taiwanese citizens with residence permits also qualify for the handouts, under the same rules that applied to the NT$6,000 cash handout distributed in 2023.

除了台湾地区居民外，未注册居民但持有居留许可的外籍人士、外籍永久居民，以及持有居留许可的台湾居民外籍配偶，也符合发放资格，适用与2023年发放新台币6000元现金补助相同的规定。

The deadline to receive the payment is April 30 next year, while parents of babies born in April next year have until May 22 to collect the cash, considering the time needed to prepare the babies' birth certificates.

领取款项的最后期限为2026年4月30日。考虑办理新生儿出生证明所需的时间，明年4月出生的婴儿父母领取补贴的期限为2026年5月22日。

The cash handout program is part of a NT$570 billion special package approved by the Legislature on Oct. 17, aimed at providing financial assistance to businesses and individuals affected by U.S. tariffs on Taiwanese exports.

这项现金发放计划是台当局法务部门10月17日批准的5700亿元新台币特别预算方案一部分，旨在为受美国对台湾出口产品关税影响的企业及个人提供财务援助。

The Office promulgated the bill Thursday evening, with it coming into immediate force.
