9月25日15时30分左右，镇坪县上竹镇发龙村余老二煤矿巷道发生垮塌，有3名工人被困。当地安排消防、医疗救护人员赶往现场救援。因救援作业面有限，不适宜机械作业施救，加之现场持续降雨，冒顶处随时伴有垮塌风险，救援现场情况复杂。
