央行就《人民币现金收付及服务规定（征求意见稿）》公开征求意见，明确收费单位推广数字政务，经营主体开展商业模式创新，应充分考虑公众使用现金的需要以及可能出现的突发情况，不得排斥或歧视现金支付。明确收费单位、经营主体委托其他单位代为收款的，委托方应当通过协议、通知、声明等书面形式，要求受托方接受现金。
