11、Competition Qualification：

（一）资格赛

Qualification

1.资格赛采用公开报名，不限年龄，不限国籍。

The qualification competition adopts open registration, regardless of gender, age or nationality.

2.未处在任何国内外官方台球组织的禁赛期内。

Not currently under any suspension or ban from any official domestic or international billiards organization.

（二）正赛

Main Event

1.中国大陆的参赛选手须为2024年度CBSA注册的运动员。

Participants from China mainland must be CBSA registered athletes in 2024.

2.正赛限128人参加，国内男子4名外卡选手（其中一张外卡固定为上一届中式台球国际精英赛男子冠军），国内女子2名外卡选手和国际男子16名外卡选手可直接参加正赛，剩余106名全部从资格赛中产生。

The main event is limited to 128 participants, including 4 domestic men’s wild card players (one wild card is fixed as the men’s champion of the previous Chinese Billiards International Elite), 2 domestic women’s wild card players and 16 international men’s wild cards. These players can directly participate in the main event, and the remaining 106 players will be selected from the qualifying competition.

3.如正赛选手未报名参赛，报名截止后空余名额按照CBSA排名依次顺延递补，递补截止日期为6月18日；如正赛选手报名后临时退赛的，空余名额从玉山资格赛中递补。

If a contestant in the main draw fails to register for the competition, the vacant places after the registration deadline will be filled in order according to the CBSA ranking, and the deadline for filling up is 18th June; if a contestant in the main draw temporarily withdraws after registering, the vacant spots will be filled from the Yushan Qualifying Tournament.

4.资格赛晋级正赛选手

Players who advance to the main event from the qualifying round

（1）国内男子组：全国资格赛选拔44名和玉山资格赛选拔16名

Chinese Men’s group: 44 people selected in the qualifying competition and 16 people selected in the Yushan qualifying competition.

（2）国内女子组：玉山资格赛选拔6名

Chinese Women’s group: 6 selected from Yushan qualifying competition.

（3）国际男子组：国外资格赛选拔16名和玉山资格赛选拔16名

International Men’s group: 16 players selected from the foreign qualifying competition and 16 selected from the Yushan qualifying competition.

（4）国际女子组：玉山资格赛选拔8名

International Women’s Group: 8 selected from Yushan Qualifying Competition.

注：所有参赛选手必须在赛前自行进行身体健康检查，并自行购买参赛期间的意外伤害保险。

Note: All contestants must conduct a physical health check before the competition and purchase accident insurance during the competition.

13、Registration fee:

（一）资格赛

Qualification

1.国内组

Chinese Group

（1）国内组资格赛参赛费为人民币400元/人。

The qualification registration fee for the Chinese group is CNY 400 per person.

（2）国内组参赛费通过“星牌台球”官方微信公众号进行缴纳。

The Chinese team registration fee will be paid through the official WeChat account of "XINGPAIBILLIARD".

2.国际组

International Group

（1）国际组资格赛参赛费为60美元/人。

The qualification registration fee for international players is $60 per person.

（2）国际组参赛费在比赛现场进行缴纳。

The international registration fee is paid at the venue.

（二）正赛

Main Event

1.国内组

Chinese Group

（1）直接参加正赛的国内组选手，需一次性缴纳参赛费人民币1000元/人。

Chinese players who directly participate in the final stage shall pay a one-time entry fee of CNY1,000 per person.

（2）由全国资格赛晋级正赛选手补交正赛参赛费人民币800元/人。

Players who entry into the final stage from the national qualification shall pay entry fee of CNY800 per person.

（3）由玉山资格赛晋级正赛选手补交正赛参赛费人民币600元/人。

Players who entry into the final stage from Yushan qualification shall pay entry fee of CNY600 per person.

2.国际组

International Group

（1）直接参加正赛的国际组选手，需一次性缴纳参赛费150美元/人。

International group players who directly participate in the final stage need to pay a one-time entry fee of $150 per person.

（2）由玉山资格赛晋级正赛选手补交正赛参赛费90美元/人。

Players who entry into the final stage from Yushan qualification shall pay entry fee of $90 per person.

（三）16周岁及以下选手（2008年1月1日以后出生的选手）以及女子选手如未晋级正赛，赛后可退还参赛费。如晋级正赛，不退还参赛费。

If players aged 16 and below (those born after January 1, 2008) and female players do not advance to the main competition, their entry fees will be refunded after the competition. If they advance to the main event, the entry fee will not be refunded.

十四、报到：

Players Registration

（一）资格赛

Qualification

1.国内男子资格赛选手报到时间

Players registration time for Chinese men's qualifiers

（1）第一场资格赛报到时间截止至北京时间2024年6月12日20:00。

Players registration for the first qualifying session is due at: 20:00，12th June 2024 (Beijing time).

（2）第二场资格赛报到时间截止至北京时间2023年6月15日20:00。

Players registration for the second qualifying session is due at: 20:00, 15th June 2024 (Beijing time).

2.国内女子资格赛选手报到时间

Players registration time for Chinese Women's qualifiers

（1）第一场资格赛报到时间截止至北京时间2024年6月14日20:00。

Players registration for the first qualifying session is due at: 20:00, 14th June 2024 (Beijing time).

（2）第二场资格赛报到时间截止至北京时间2024年6月16日20:00。

Players registration for the second qualifying session is due at: 20:00 16th June 2024 (Beijing time).

3.国际资格赛选手报到时间

（二）正赛

Main Event

国内和国际所有参加正赛选手报到时间截止至北京时间2024年6月18日20:00。

The deadline for all the players registration in the Chinese and international groups will be 20:00, 18th June, 2024 (Beijing time).

（三）所有正赛参赛选手必须参加2024年6月19日举行的技术会议及开幕式。

All contestants in the main event must attend the competition technical meeting and opening ceremony on 19th June, 2024.

十五、竞赛办法：

Competition Method:

（一）比赛规则

Competition Rules

1.执行中国台球协会2017版《中式台球竞赛总则》，全程使用三角框摆球、轮流开球。

Implement the 2017 edition of CBSA's "General Rules for Chinese Billiards Competition", using a triangular frame to swing the ball and take turns kicking off the ball throughout the entire process.

2.资格赛除直播台之外全部由区域裁判巡场，所有区域裁判巡场的场次由双方选手自行比球、摆球、记录比赛成绩，并相互监督犯规行为。如有需要声明的事项应向对方告知，若任何一方对一次击球有疑问，可寻求巡场裁判判定。

All qualified matches, except for the live broadcast, are toured by regional referees. The sessions which are toured by regional referees are compared, placed, recorded, and fouls are monitored by both players themselves. If there are any matters that need to be declared, the other party should be informed. If either party has any questions about a stroke, they can seek the judgment of the tour referee.

3.由裁判员单独执裁的比赛，裁判员摆放完成后，除花色摆放错误或球自行移动的情况，不得要求重摆。

In a game that is officiated by the referee alone, after the referee has placed the ball, the players can check, but they are not allowed to ask to reset the ball.

4.由裁判员单独执裁的比赛限时45秒出杆，剩余10秒提醒一次，剩余5秒开始读秒，双方选手每局比赛均可申请一次45秒的延时，决胜局不限时。由区域裁判巡场的比赛原则上不计时，但对故意拖延时间的行为，裁判长有权临时决定对该场比赛采取限时出杆。

The solo referee will time each shot with a limit of 45 seconds in the match. A reminder will be given when there are 10 seconds remaining, and a countdown will start at 5 seconds. Each player is allowed to request one 45-second extension per game, except in the deciding game where there is no time limit. Matches supervised by the regional referee will generally not be timed, but the head referee has the authority to enforce time restrictions if there is intentional time-wasting behavior.

5.每位选手每场比赛可在局间使用一次暂停（分阶段的场次每阶段可使用一次暂停），时间为5分钟，双方均可离场，任何一方超时未返回赛场将被判负一局。使用暂停必须向当值裁判员表明意图。在已使用过暂停后，球员如需要上洗手间将被允许，但只允许在本人行使球权时提出，在此过程中如有其他行为（包括但不限于：在公共区域吸烟、进食、接受场外指导等），将被视为违反体育道德判负一局。无论何种原因离开比赛场地超过15分钟，将被判负整场比赛。在整场比赛期间（包括暂停时间）不得使用手机，一经发现将被取消本场比赛资格。

Each player is allowed a 5-minute timeout per match (with one timeout per stage in a multi-stage match) Both players may leave the table during the timeout. If either player fails to return to the table within the 5-minute timeout, then they will be sentenced to lose a game. Using a mobile phone to make or receive a call at any point during the match, including the timeout period, will result in the player being disqualified from that match. If a player leaves the playing area for any reason for more than 15 minutes, they will forfeit the entire match. After the timeout has been used, players who need to go to the bathroom due to physical reasons will be allowed. But only when it is their turn to play. During this process, if they engage in other behaviors (including but not limited to: smoking, eating, making or receiving the call, accepting off-field coaching, etc.) will be deemed to be a violation of sportsmanship and will result in a loss of one round.

6.每轮比赛裁判长宣布比赛开始后，未到场的选手将被判负一局，15分钟后仍未到场视为弃权。迟到选手将失去赛前热身时间和比球权，由对手选择谁先开球。

If a player fails to arrive within 15 minutes after the start of each round announced by the head referee, they will forfeit a game. If a player is late, they will lose the warm-up time before the match and the choice of who goes first will be given to the opponent.

7.严禁在比赛中使用滑石粉。

The use of talcum powder is strictly prohibited during the competition.

（二）赛制

Competition System

1.资格赛

Qualification

（1）国内男子组

Chinese Men's Group

分两场进行，采用单败淘汰，全部采用13局7胜。每场晋级8名，共16名。

It will be played in two sessions, using single elimination. All adopt win 7 of 13. In each session, the top 8 players will advance, making a total field of 16 players.

（2）国内女子组

Chinese Women's Group

分两场进行，采用单败淘汰，全部采用9局5胜。每场晋级3名，共6名。

It will be played in two sessions, using single elimination, all adopt win 5 of 9. In each session, the top 3 players will advance, making a total field of 6 players.

（3）国际男子组

International Men's Group

分两场进行，采用单败淘汰，全部采用9局5胜。每场晋级8名，共16名。

It will be played in two sessions, using single elimination, all adopt win 7 of 13, Each session qualify 8 players, totaling 16 players.

（4）国际女子组

International Women's Group

分两场进行，采用单败淘汰，全部采用9局5胜。每场晋级4名，共8名。

It will be played in two sessions, using single elimination, all adopt win 5 of 9. Each session qualify 4 players, totaling 8 players.

（5）组委会有权根据实际报名情况调整晋级正赛的名额。

The organizing committee has the right to adjust the quota for promotion to the main competition based on the actual registration situation.

2.正赛

Main Event

（1）正赛共128人参赛，其中国内男子组64人、国内女子组8人、国际男子组48人、国际女子组8人，共分三个阶段进行。

Main event consists of 128 players, with 64 players from the Chinese Men's group，8 players from the Chinese Women’s group, 48 players for the International Men’s group, 8 players from the International Women’s group, which are divided into three stages.

（2）第一阶段分为国内男子组、国内女子组、国际男子组、国际女子组四个组别，每个组别分别进行双败淘汰赛，国内男子组采用17局9胜，其余组别采用13局7胜。

The first stage is divided into four groups : Chinese Men's group,Chinese Women’s group,International Men’s group and International Women’s group. Each group will conduct a double-elimination tournament, all adopt win 9 of 17.

国内男子组设8个8人组，每组晋级4人，共晋级32人；

The Chinese Men's group is divided into 8 groups of 8 players, each group of 4 qualified, a total of 32 qualified.

国内女子组设1个8人组，每组晋级4人，共晋级4人；

The Chinese Women's group is divided into one groups of 8 players, each group of 4 qualified, a total of 4 qualified.

国际男子组设6个8人组，每组晋级4人，共晋级24人；

The international Men's group is divided into 6 groups of 8 players, each group of 4 qualified, a total of 24 qualified.

国际女子组1个设8人组，每组晋级4人，共晋级4人。

The international Women's group is divided into one groups of 8 players, each group of 4 qualified, a total of 4 qualified.

第一阶段共64名选手晋级第二阶段的比赛。

A total of 64 players in the first stage advanced to the second stage.

（3）第二阶段分为男子组（国内男子组与国际男子组合并）和女子组（国内女子组与国际女子组合并）两个组别，每个组别进行双败淘汰赛，男子组采用21局11胜，女子组采用17局9胜。

The second stage is divided into two groups: Men's group (Combining Chinese Men's group and International Men's group) and Women's group (Combining Chinese Women's group and International Women's group). Each group will conduct a double-elimination tournament. The men's group adopt win 11 of 21, the women's group adopt win 9 of 17.

男子组设7个8人组，每组晋级4人，共晋级28人；

There are 56 people in the Men's group, divided into 7 groups of 8 players, each group of 4 qualified, a total of 28 qualified.

女子组设1个8人组，每组晋级4人，共晋级4人。

There are 8 people in the Women's group, divided into 1 groups of 8 players, each group of 4 qualified, a total of 4 qualified.

第二阶段共32名选手晋级第三阶段的比赛。

A total of 32 players in the second stage advanced to the third stage.

（4）第三阶段至决赛所有选手合并，不分组别，全部采用单败淘汰赛。其中半决赛和三、四名决赛采用41局21胜（分两个阶段），决赛采用81局41胜（分两天四个阶段），其余比赛全部为25局13胜。

In the third stage through the finals, all players are combined regardless of their previous group. These matches will use a single-elimination tournament.For the semi-finals and the match for 3rd/4th place, the format is best-of-41 frames, first to 21 frames wins. (This will be split into two stages).The final match will be best-of-81 frames, first to 41 frames wins. (This will be played over two days and four stages).The rest matches will be best-of-25 frames, first to 13 frames wins.

（三）抽签

Drawing Lots

1.资格赛

Qualification

（1）资格赛不设种子，全部混抽入位。参赛选手可根据自身情况现场抽签，也可由裁判员代替抽签。

There are no seeds in the qualifying round. All are mixed. The contestants can draw lots on site according to their own situation, or the referee can draw lots instead.

（2）资格赛抽签全程进行视频直播。由裁判员代替抽签的，选手需服从抽签结果。

The qualifying draw will be broadcast on WeChat Channel. Players who are replaced by a referee must obey the result of the draw.

2.正赛

Main Event

（1）第一阶段四个组别不设种子，全部混抽入位。

There are no seeds for the four groups in the first stage, and all will be drawn randomly.

（2）正赛第二阶段将第一阶段胜部晋级的选手，依据最新CBSA排名顺序设立种子选手，如CBSA排名相同则抽签决定。败部晋级的选手全部混抽入位。

In the second stage of the main event, the players who advanced through the winner's bracket from the first stage will be seeded based on their latest CBSA rankings. If they have the same CBSA ranking, the seeding order between them will be decided by a random draw.The players who advanced through the loser's bracket of the first stage will all be randomly drawn into the positions.

（3）第三阶段依据CBSA男子排名设立8名种子选手，其余选手全部混抽入位。

In the third stage, the 8 seeded players will be determined based on the latest CBSA men's rankings. All other remaining players will be randomly drawn into the positions.

（4）所有参加正赛的选手必须出席6月19日比赛技术会议。正赛第二阶段、第三阶段抽签可由裁判员代替选手抽签，选手需服从抽签结果。

All participants in the competition must attend the technical meeting on 19th June. In the second and third stage of the main event, the referee may draw lots on behalf of the contestants, and the contestants must comply with the results of the draw.

3.最终抽签结果将在星牌台球官方微信公众号进行公布。

The final draw results will be announced on the official WeChat account of XINGPAIBILLIARD.

（四）申诉办法及流程

Appeal Methods and Procedures

1.对当值裁判裁决不服的申诉需在判罚后双方选手下一击前提出，否则不予受理。

Any appeal against the judgment of the referee on duty must be raised before the next strike by both players after the penalty is awarded, otherwise it will not be accepted.

2.如对当值裁判员的最终判罚有异议，可向裁判长进行申诉，裁判长的决定为最终裁决。

If there are objections to the final judgment of the referee on duty, they can appeal to the presiding judge, and the presiding judge's decision is the final decision.

十六、奖励办法：

16、Reward method:

（一）注册为中国台球协会运动员个人专业会员的选手可获得中国台球协会（CBSA）中式台球积分排名，积分办法依照《中国台球协会赛事积分排名管理办法（修订版）》执行，详见中国台球协会官方网站。该积分将作为中国选手参加总决赛的标准之一。

Players who register as individual professional members of the CBSA can obtain CBSA Chinese Billiards Points Ranking. The points calculation method will follow the "CBSA Ranking Points Management Measures (Revised Version)" which can be found on the official CBSA website. This ranking points system will be one of the criteria used to determine eligibility for Chinese players to participate in the final tournament.

（二）冠、亚军获得赛事奖杯、奖牌，前8名选手均获得中国台球协会颁发的赛事获奖证书。

The champion and runner-up won the tournament trophy and medal, and the top 8 players won the award certificate issued by CBSA.

（三）奖金分配：

注：比赛奖金均为人民币税前金额，所有获奖选手由承办单位按照国家税收规定代扣代缴20%税金。“清台王”是在正赛期间连续清台（包含炸清和接清）数量最多的选手，如多名选手连续清台数量相同，则奖金平分。所有奖金将在比赛结束后15日内，发放至选手登记的银行卡账户。

Remark:The prize money for the competition is before tax in CNY, and all winning contestants will be deducted and paid 20% of the tax by the organizer in accordance with national tax regulations. The Clearance King is the one who has the highest number of consecutive clearance (including blast clearance and pick up clearance) during the competition. If multiple players have the same number of consecutive clearance, the prize money will be divided equally.All bonuses will be distributed to players' registered bank card accounts within 15 days after the end of the competition.

十八、参赛要求：

18、Entry requirements：

（一）男子选手须上身穿长袖衬衫、马甲、领结，下身穿深色西裤，穿正装皮鞋；女子选手可着时装，服装优雅、得体、大方，服装不符合要求者禁止参赛。裁判长有权决定选手参赛服装的要求，如有更改将另行通知。

Male Players must wear a long sleeved shirt, vest, and bow tie on the upper body, dark color dress pants on the lower body, and formal leather shoes; Female players are allowed to wear fashionable clothing, which is elegant, appropriate, and generous. Those whose clothing does not meet the requirements are prohibited from participating.The head referee reserves the right to determine the players' attire requirements, subject to change by notice.

（二）根据《中国台球协会裁判员、运动员佩戴商标广告管理规定》的要求，赛会赞助商两块标识由组委会统一制作，每位参赛选手必须佩戴在指定部位(左手握杆的佩戴在右胸；右手握杆的佩戴在左胸；手臂上为中国台球协会指定商标位）。每位参赛选手至多可佩戴两块商业或政府标识，每块尺寸矩形商标不超过5厘米×8厘米，圆形商标直径不超过7厘米，必须佩戴在指定位置（左胸或右胸）。如有违反经指正不改者将被取消比赛资格；非指定部位不能佩戴任何标识，否则不准参赛。

The two logos of the tournament sponsors will be uniformly made by the organizing committee, and each contestant must wear them on designated parts (the ones holding the cue with the left hand should wear it on the right chest; the ones holding the cue with the right hand should wear it on the left chest; the arms should be designated by the Chinese Billiards & Snooker Association trademark bit. Each contestant can wear up to two commercial or government logos, each with a size of no more than 5cm x 8cm, the diameter of the round mark shall not exceed 7 cm, and must be worn on the designated position (left or right chest). Those who violate the rules and do not make corrections will be disqualified from the competition; non-designated parts cannot wear any logo, otherwise they will not be allowed to participate.

（三）遵守赛会纪律，服从赛会安排。

Follow the rules and regulations of the competition and comply with the arrangements made by the organizers.

（四）未经组委会事先同意，参赛选手在比赛期间（6月13日-27日）不得参加非组委会举办的各类商业活动和其它赛事，如有违反一经查实，组委会将取消其参赛资格。

Without prior consent from the organizing committee, participants are not allowed to participate in any commercial activities or other competitions organized by entities other than the organizing committee during the competition period (13th June - 27th June). Any violation of this rule will result in disqualification from the tournament.

（五）所有参赛选手有义务参加组委会举办的赞助商活动。组委会举办的赞助商活动、赛前技术会议、开幕式、抽签仪式、闭幕式暨颁奖仪式均为参赛选手必须出席的赛事配套相关活动，非正当理由并未经组委会同意而缺席活动的参赛选手，中台协或组委会将根据相关规定予以处罚。

All participating players have an obligation to attend the sponsor activities organized by the Organizing Committee. The sponsor activities, pre-competition technical meetings, opening ceremony, draw ceremony, and closing ceremony/awards presentation organized by the Organizing Committee are all mandatory events that participating players must attend. Players who miss these events without proper justification and without the consent of the Organizing Committee will be subject to penalties as per the relevant regulations by the CBSA or the Organizing Committee.

（六）参赛球员须在赛前15分钟到赛会指定检录处报到，由赛会人员检查参赛球员的服装、商业标识是否符合要求，并在赛前5分钟到达比赛场地入口，由裁判员带领参赛球员进入比赛场地。

Participants must check in at the designated registration area 15 minutes before the competition, where tournament officials will inspect their attire and commercial insignia to ensure compliance with the requirements. Participants must also arrive at the entrance of the competition venue 5 minutes before the start of the match, where they will be led into the venue by the referees.

（七）比赛场馆内禁止吸烟，如出现违反赛会规定和不文明的行为，将被视为违反体育道德精神受到处罚。

Smoking is prohibited in the competition venue. Any violation of the competition rules and uncivilized behavior will be considered a violation of the spirit of sportsmanship and will be subject to punishment.

（八）赛事期间严禁酗酒和任何形式的赌博行为，严禁任何违法乱纪和有悖道德伦理的行为，违者将被取消参赛资格。

During the event, excessive drinking and any form of gambling are strictly prohibited. Any illegal and immoral behavior will result in disqualification of the offender.

（九）严禁任何形式的假球、操纵或变相操纵比赛的行为，一经认定，将按相关规定严肃处理，情节严重的将移交司法机关处理。

Any form of match-fixing, manipulation, or disguised manipulation of the competition is strictly prohibited. Once confirmed, serious consequences will be imposed in accordance with relevant regulations, and severe cases will be handed over to judicial authorities for prosecution.

（十）对于赛事期间的违规、违纪、违法行为，中台协将依据《中国台球协会纪律准则和处罚规定》做出相应处罚。当事人对处理结果不服的，可依法依规申请体育仲裁。

For violations, breaches, and illegal acts during the event, CBSA will impose corresponding penalties in accordance with the "Disciplinary Guidelines and Punishment Regulations of CBSA". If the party disagrees with the outcome of the punishment, they may apply for sports arbitration in accordance with the law.

十九、本规程的解释权属中国台球协会，未尽事宜另行通知。

CBSA reserves the right of interpretation of these regulations. Any matters not covered will be notified separately.
