当地时间11月18日，南非国家电力公司（Eskom）宣布，由于17056兆瓦的发电能力进一步中断，抽水蓄能大坝水位过低和柴油缺乏，已经实施四级限电措施。
从今年4月到11月15日，南非已有159天实施限电措施。此前南非国家电力公司首席运营官Jan Oberholzer承认，该公司使用的柴油比预期的要多，现在正试图节省能源。此外，地方政府还欠该公司520亿南非兰特（约30.13亿美元）。
