23日，农业农村部畜牧兽医局发布的《洪涝灾害灾后动物防疫技术指南》提出，落实属地管理责任和养殖者主体责任，及时打捞收集因灾死亡畜禽尸体；不得买卖、加工、随意弃置因灾死亡畜禽；严厉打击收购、加工、运输病死及死因不明畜禽等违法违规行为，严防病死畜禽流入市场。
