贵州毕节贫困户焦义银到赫章县人民医院办理孩子出生证明，跑了4次没办下来。医院先说申请材料需盖公章，且申请中“贵院”的措辞不合适，待焦义银修改之后又表示不需要盖公章。社区干部对此发出3点质疑，“现在都在讲能方便老百姓就尽量方便，所以我就特别气”。
