25日早晨7时许，济南解放东路堵车严重。解放东路正在修路，道路两侧正在施工，再加上茂岭山路路口原来的信号灯拆除，换成了临时红绿灯，私家车、施工车辆、电动车、自行车和行人混合在一起，交通秩序混乱。
