从市住房和城乡建设局下穿办获悉，通过近几日连续对顺庆区五星花园周边地下水位观测，地下水位已经降到警戒水位以下。
今天（7月31日）下午15点起，人民路下穿隧道解除临时交通管制，恢复交通。
