1919年，宗人府创办的最大工厂（即宗人府教养工厂）成立，当时主要以培养生产地毯工徒为主。不久之后，第二家工厂正式开始生产地毯。正是这些措施，让一部分皇室成员生活得到了改善。相比那些饿死街头的皇室成员，虽然在工厂里需要干活，但已经是不行之中的万幸了。
