菲律宾国家减灾委发布消息称，截至8月20日上午6时，受近期台风“白海豚”和“鲸鱼”的影响，以及西南季风增强导致的降雨，菲律宾共有29人死亡，19人受伤，另有3人失踪。受灾人口超过651万。基础设施方面的损失超过46亿比索，约合人民币5亿元，农业方面的损失超过14亿比索，约合人民币1.5亿元。（总台记者 黄铮铮）
