据中央气象台消息，台风“白海豚”已减弱为强热带风暴。8月9日22时，其中心位于浙江省温州市文成县境内（北纬27.6度、东经120.1度），最大风力11级。“白海豚”将以每小时20公里左右的速度向偏西方向移动，强度逐渐减弱。
