今年第15号台风“灿鸿”于8月5日14时在西北太平洋洋面上生成，其中心位于距离日本东京东偏南方向约3120公里的洋面上，就是北纬19.5度、东经165.8度，中心附近最大风力有8级（18米/秒），中心最低气压为998百帕。
预计，“灿鸿”将以每小时40-45公里的速度向偏北方向快速移动，强度变化不大。
