李建波出生于1969年，2001年3月任中央办公厅秘书局副局长兼中央办公厅法规室主任，2003年9月任中央办公厅机要交通局局长。
2012年3月任中央纪委驻交通运输部纪检组组长、交通运输部党组成员，2015年12月至2019年3月任交通运输部党组成员。
