罚单显示，该分公司的主要违法违规行为是：利用业务便利为其他机构或者个人牟取不正当利益。
针对上述违法行为，新疆金融监管局对名阳保险销售有限责任公司乌鲁木齐分公司罚款10万元；对吴晓堃警告并罚款3万元。
