7月5日16时30分，大连市气象台发布暴雨蓝色预警，根据《大连市防汛抗旱应急预案》有关规定并结合气象预报，经会商研判，大连市防汛抗旱指挥部决定自7月5日16时50分起，发布防汛蓝色预警，启动全市防汛四级应急响应。
