当地时间28日，正在伊拉克访问的伊朗外长阿拉格齐在会见媒体时，呼吁各方遵守已签署的谅解备忘录，不要让谅解备忘录偏离其预期方向。阿拉格齐强调，任何试图破坏伊朗目前安排，试图另辟蹊径或单独安排只会导致问题进一步复杂化，推迟霍尔木兹海峡的重新开放并加剧紧张局势。
