“兴城人大”消息，3月16日，市九届人大常委会召开第五十七次会议。会议审议通过了《关于接受李兆瑞辞去兴城市人民政府市长职务的议案》，决定任命滕达为兴城市人民政府副市长，表决通过了《关于提请滕达为市人民政府代理市长的议案》。
滕达出生于1981年，此前任兴城市委副书记（正处级）、社会工作部部长。
