联合国秘书长古特雷斯4日发表声明，称俄美《新削减战略武器条约》失效对于国际和平与安全而言是一个严峻时刻。
俄美《新削减战略武器条约》有效期至今年2月5日，是俄美《中导条约》2019年失效后两国间唯一的军控条约。
