格隆汇2月4日｜欧盟成员国就向乌克兰提供900亿欧元（1080亿美元）贷款的实施框架达成一致。欧盟领导人去年12月已就该贷款的总体方案达成共识，其中包括一项条款，要求使用贷款资金进行的采购应在欧盟内部完成，除非相关设备只能从其他地区获得。轮值主席国塞浦路斯财政部长马基斯·凯拉夫诺斯表示：“今天的协议表明，欧盟继续果断采取行动，支持乌克兰及其人民。”
