财联社12月24日电，据央视新闻，当地时间24日，联合国多位专家发表联合声明，谴责美国对委内瑞拉实施的部分海上封锁，认为其违反了国际法的基本规则。声明表示，美国无权通过武装封锁来强制执行单边制裁，根据《联合国宪章》，封锁是一种被禁止的对另一国使用武力的行为，是一种极其严重的武力使用行为，也被联合国大会1974年《关于侵略定义的决议》明确认定为非法武装侵略。
