“十四五”期间，北京市昌平区回龙观、天通苑（简称“回天地区”）作为大型社区，通过接续实施《深入推进回龙观天通苑地区提升发展行动计划(2021—2025年)》（即第二轮回天行动计划），在公共服务、基础设施、人居环境和基层治理等方面取得了显著改善，回天地区的华丽转身成为北京超大城市治理的生动样本。
