美国政府近日计划给高收入群体之外的美国民众一次性发放每人2000美元的“关税分红”，把财政部从加征关税中获得的资金“返还”给美国人。对此，诺贝尔经济学奖获得者、美国经济学家保罗·克鲁格曼当地时间11日接受彭博电视台采访时表示，“这是一个糟糕的主意”，且“不负责任”。
