近日,教育部印发通知,出台《进一步加强中小学生心理健康工作十条措施》。
其中提出,鼓励推行“课间15分钟”,延长学生课间活动时间,丰富课后服务体育项目,增加学生户外活动时长。
The Ministry of Education has issued a notice outlining ten measures to enhance the mental health of primary and secondary school students. Schools are encouraged to implement a "15-minute break", extend recess, expand extracurricular sports programs, and increase outdoor activity.

为落实健康第一教育理念,进一步提高中小学生心理健康工作水平,针对中小学生心理健康阶段性特点和突出问题,制定以下工作措施。
▌有效缓解学生考试升学焦虑
减轻学生过重作业负担,严控书面作业总量,严禁布置机械重复、惩罚性作业,鼓励每周设置一天“无作业日”。
规范考试管理,减少日常测试频次,合理设置考试难度,不得以考试成绩对学生进行排名。
The measures also call for reducing excessive homework, strictly limiting written assignments, banning repetitive or punitive tasks, and promoting one "no homework day" per week to ease academic pressures, such as stress related to exams.
▌全面落实“体育每天2小时”
全面推行中小学生每天综合体育活动时间不低于2小时,保证义务教育阶段全体学生能够按规定课时开展体育锻炼,普遍开展“班级赛”“年级赛”等全员性体育比赛活动,打造“能出汗”的体育课。
Students are required to engage in at least two hours of daily physical activity, with schools organizing class- and grade-level sports competitions.
▌保障学生充足睡眠时间
合理安排学校上下学时间,不得要求学生提前到校参加统一教学活动,有条件的学校应保障学生必要的午休时间。
Reasonable school start and end times should be set, and midday rest periods provided where possible to ensure sufficient sleep.
▌培养学生健康用网习惯
加强学生网络素养教育,培养学生网络安全和网络法治意识,帮助学生养成良好用网习惯。规范管理学生带入学校的智能终端产品,严禁将手机等电子产品带入课堂。
The plan emphasizes strengthening students' online literacy, safety, and legal awareness, while strictly regulating the use of smartphones and other electronic devices in classrooms to promote healthy digital habits.
▌关心关爱特殊学生群体
针对留守儿童、流动儿童、孤儿、事实无人抚养儿童以及单亲家庭儿童等特殊学生群体建档立卡,“一生一策”加强心理健康指导。
Special attention will be given to left-behind children, migrant children, orphans, and children from single-parent households, with individualized psychological support plans tailored to their needs.
▌建立监测预警和干预机制
推进建设全国学生心理健康监测预警系统,每年组织开展1次心理健康抽样监测。
A national mental health monitoring and early-warning system for students will be established, with annual sample surveys conducted to track well-being.
▌推进实施全员育心制度
开展心理健康教育培训,提升教师“育心”意识和能力,在学科教学中有机融入心理健康教育内容,提高对学生心理行为偏常的识别和早期干预能力。
Teachers will receive training to integrate mental health education into classroom instruction and improve early identification and intervention for behavioral or emotional issues.
▌优化校园心理支持环境
实施中小学“护苗行动”,及时化解学生间存在的矛盾冲突,坚决防止各类学生欺凌行为。
Schools will enhance programs to resolve student conflicts promptly and prevent all forms of bullying.
▌培育家庭和谐亲子关系
推进学校持续加强“教联体”建设,密切家校协同,通过家长会、家长学校、家长课堂、家访等形式,每学期至少组织2次家庭教育指导活动,将心理健康作为必讲内容,引导家长多陪伴多关爱,注重培养子女健康身心。
Home-school collaboration will be strengthened through parent-teacher associations, family visits, and at least two family education guidance activities per semester, with an emphasis on mental health education.
▌健全部门协同防护机制
依托有关单位全覆盖建设市县中小学心理辅导中心,做好知识普及、业务指导、心理咨询、师资培训等工作。
Municipal and county-level psychological counseling centers will be set up to provide guidance, consultation, training, and resources for schools and families.
