朝鲜最高人民会议常任委员会9月26日发布了政令，政令指出，在朝鲜劳动党建党80周年之际，对被判有罪人员实施大赦！
大赦从2025年10月1日开始正式实施，朝鲜内阁和相关机构将采取措施，妥善安置获释人员的工作和生活。
此前金日成诞辰110周年和金正日诞辰80周年的时候，朝鲜也宣布过相关的政令。
