据台媒报道，9月23日，台风“桦加沙”带来强烈风雨，台湾花莲县马太鞍溪堰塞湖溢流，大量泥水夹带砂石，瞬间冲断马太鞍溪桥，大水灌进光复乡。洪水来势凶猛，冲刷着街道和民宅，有民众被困。
