9月19日，美国总统特朗普签署行政令，大幅改革H-1B签证项目，要求申请人缴纳每年10万美元费用，否则不得入境。
H-1B签证为非移民类签证，允许美国企业雇佣本科学历及以上的外籍专业技术人员。美国国防部雇佣的外籍研究人员和项目人员、在美工作的外籍时装模特也使用该签证。但该签证主要被美国科技企业用于招聘外籍员工。
