为了应对台风“杨柳”，福建海事局于8月12日9时启动防台风Ⅱ级应急响应，重点加强福建南部海域台风防范。
截至12日15时，福建沿海共有11条客渡运航线、38艘客渡船停航，其中泉州—金门“小三通”客运航线停航。81个海上施工项目停工，217艘海上施工船转移至安全水域，海事部门护航1艘超大型油轮离港避风。（央视新闻）
