人民财讯8月4日电，据预报，8月4日天津将有大到暴雨，局部大暴雨。受其影响，天津蓟运河及其支流州河、泃河将出现涨水过程，潮白新河维持较大流量行洪。
依据《水利部水旱灾害防御应急响应工作规程》，水利部于8月4日20时针对天津市启动洪水防御Ⅳ级应急响应。
