响水县黄圩镇黄北村公墓积水严重无人处理。墓地都泡在水里，村民家万一要做白事，这样的墓地怎么去？倘若再迷信一点，墓地被这样长期泡着吉利吗？
难道黄北村公墓没有管护费用吗？连基本的排水都做不到！还是黄北村的村干部不作为？
