4月份滨海县半城书馆无证办学，雇佣在职教师授课被举报后，短暂停课。现如今改头换面又在偷偷运行，现在周六日下午及晚上直接锁门授课，完全无视学生安全。
滨海县教育局和工商局是没有执法权吗？还是该教育机构背后存在什么背景，不敢执法？
