2月20日，商务部外国投资管理司司长朱冰表示，后续各部门将推动出台若干配套政策文件，形成“1+N”稳外资政策组合拳。2月19日，《2025年稳外资行动方案》正式对外公布，《方案》明确，2025年稳外资工作要做好有序扩大自主开放、提高投资促进水平、增强开放平台效能、加大服务保障力度4方面共20项重点任务。
