财联社2月19日电，欧洲央行执行理事会成员Piero Cipollone称，欧洲央行的利率决策不应忽视解除过去的资产购买计划对货币政策的紧缩效应。这位意大利官员在MNI组织的一场活动上表示，虽然政策利率仍然是调整欧洲央行立场的主要工具，但量化紧缩在影响金融和融资环境方面的作用 —— 通过收益率曲线或银行贷款 —— 也应该予以考虑。
