2月18日，日本政府修改国家中长期能源政策指针《能源基本计划》，并在内阁会议上敲定。计划删除了“尽可能降低核电依赖度”的以往措辞，提出核电回归，同时将可再生能源定位为2040年度的最大电源。
日本政府还一并敲定了全球气候变暖对策计划，将温室气体减排目标设定为2035年度比2013年度削减60%，2040年度削减73%。60%的减排目标比实现国际框架《巴黎协定》目标所需的水平低6个百分点。（共同社）
