美国财政部当地时间1月10日宣布针对俄罗斯石油生产和出口加强制裁。新措施针对俄罗斯两家主要能源公司——俄气和苏尔古特油气公司，以及超过180艘船只，数十家石油贸易商、油田服务提供商、保险公司，还有能源官员等。英国同日也采取行动制裁上述俄罗斯两家主要石油生产商。
