11月13日，根据国家金融监督管理总局普洱监管分局公布的行政处罚信息，云南镇沅农村商业银行股份有限公司因违规操作——即利用资管计划通道以自有资金发放委托贷款，被处以30万元罚款。同时，该银行原理事长杨光宗(时任镇沅彝族哈尼族拉祜族自治县农村信用合作联社理事长)因对这一违规行为负有直接责任，受到了警告处分。
