近年来，山东青岛积极搭建留学人才创业全链条服务“集聚地”，连续24年举办蓝色经济国际人才暨产学研合作洽谈会（“蓝洽会”）。目前，已有3150余名海外人才通过该活动留青创新创业，创办高新技术企业560余家。
