《民事诉讼法》第183条规定：“对于裁定的上诉案件，人民法院应当在第二审立案之日起30日内审结”，可这份天津市第一中级人民法院民事审判第一庭于2024年8月1日发出的定于2024年8月8日开庭的传票却是在2024年5月23日一审裁定后的60天才迟迟发出，已经严重超出了法定30日的审结期限，是法官不懂法？还是天津市第一中级人民法院在《民事诉讼法》规定之外还另有规定？
